fix: order and filter blocks used to seed forking block pool #534

A previous PR (#505) added some seed data to the forking handler by pulling unconfirmed blocks from the database. In production, however, the unconfirmed block database can potentially have some funky data. This PR slightly changes the approach to seeding the database by filtering and ordering the data.
