error running coverage command

When I run bazel coverage ..., I get the error depset elements must not be mutable values. I'm on bazel 3.1.0 and commit 383db25 of rules_scala. I poked around the repo for a hint on whether coverage is supported and found a commented out test. Is there known issue with coverage, and is it expected to be supported at some point?
