Should be able to remove this patch https://github.com/herbdool/civicrm-starterkit-drops-7/blob/master/profiles/civicrm_starterkit/patches/public_files_config.patch with the recent merge of civicrm/civicrm-core#14718. Don't need to update civicrm.settings.php (might be nice but not necessary).
