Put Action Identity logic behind a feature toggle

While the Action Identity is part of the core spec, a lot of the examples on the wild don't have it. Instead of having it always active, there should be a way to opt out of it. Ideally, there should be a feature toggle at the Znap.toml file that is enabled by default and allows users to disable the Action Identity behavior.
