google_sql_user - User always re-created if type is set to "BUILT_IN" #9751

Terraform Configuration Files

Debug Output

Expected Behavior

The user should only be created once.

Actual Behavior

The user is always re-created, if type = "BUILT_IN" - if I remove this, the user is not re-created on every apply, but only when it should be. But i would like to be very explicit in my Terraform configurations, so i would like to have the "BUILT_IN" value set on users.

Steps to Reproduce

  1. terraform apply

Important Factoids

The "type" value is empty on the user object in the state file, so that is maybe why it gets re-created.
