[Enhancement]: allow skipFinalBackup for aws_fsx_openzfs_file_system

Description

Currently when destroying an aws_fsx_openzfs_file_system resource the API default of creating a final backup is used.
As there is no argument for this in the terraform provider it is not possible to skip this backup. The aws_fsx_windows_file_system for example does have an argument to allow this.
