[Enhancement]: add option to include tags in aws_lightsail_key_pair

Description

The current aws_lightsail_key_pair implementation does not allow for the use of tags.

This limits the use of ABAC as AWS allows aws_lightsail_key_pair to be tagged as described by the documentation here https://docs.aws.amazon.com/lightsail/2016-11-28/api-reference/API_CreateKeyPair.html
