Bump up the following direct dependencies:

• github.com/hashicorp/go-tfe to 1.32.1.
• github.com/hashicorp/go-slug 0.12.1.
• github.com/onsi/gomega to 1.27.10.
• go.uber.org/zap 1.25.0.
• k8s.io/api to 0.27.4.
• k8s.io/apimachinery to 0.27.4.
• k8s.io/client-go to 0.27.4.
• sigs.k8s.io/controller-runtime to 0.15.1.

Kubernetes 1.28 and Go 1.21 were just released, so we will not bump them.
