Modal dialog warning of unsafe configuration

Is your feature request related to a problem? Please describe.
It's possible for users to select unsafe PBAs or exploits by accident. Additionally, a user may unknowingly import a config with unsafe settings.

Describe the solution you'd like
When an unsafe config is imported, or the user attempts to submit a config with unsafe settings, a modal dialog should appear and display a warning.

Describe alternatives you've considered
Leave it as is.

The UI currently makes a good attempt at indicating to the user which settings are unsafe. However, this doesn't help much if configs are imported.
