access=private/access=no roads shouldn't be rendered as regular roads at any zoom level #1889

Example:

http://www.openstreetmap.org/#map=15/51.3794/41.9026 - ok
http://www.openstreetmap.org/#map=14/51.3794/41.9026 - so misleading ATM

Current style: dashed red style at z15-z19 white z12-z14 invisible z0-z11
Expected style: invisible z0-z19 or dashed red z0-19 or any other solution, but never white at any zoom level

"regural" in title should probably be "regular"

If it helps, SomeoneElseOSM/openstreetmap-carto-AJT@a9b0ed5 is a fix to this in a fork of a previous version of osm-carto. Compare the service road in the woods at the bottom of http://a.tile.openstreetmap.org/14/8126/5326.png with

private_service_road

Another real life example - https://www.openstreetmap.org/way/380850270#map=17/49.24703/20.19255&layers=N

In this case there is existing path, but it's usage is forbidden because of nature protection.

OSM Carto shows it as normal but it's correctly marked as access=no.

@kocio-pl I have no way how to test it (broken docker on my home PC).
