Publish example documentation for using the PDK to create a RISC-V SoC

The SkyWater PDK documentation should include a full example of how to create a RISC-V SoC design using the OpenROAD ASIC tool flow.

@mithro OpenROAD can include example SoC designs once #5 is closed. Until then we can only demonstrate block-level designs.
