Problem
This is a simplification of #643. Before running perf tests continuously we need a perf test that can be run manually.

This blocks #876.

Exit Criteria
A contributor can run a perf test of the GCP broker and observe E2E latency and throughput measurements.

Additional context (optional)
If we re-use the existing perf test framework I think this will be a quick fix and #643 can be fixed at the same time.

@yolocs thinks this doesn't actually block #876. If so, this is actually a P2 not a P1.
