Badly worded warning message about implementation limitation

Non-experts who get the warning message "Cannot detect current cgroup on cgroup v2" get confused by it. We interpret it as meaning there is something wrong with our setup. Witness #3073 . The wording should be clearer about the fact that there is no user error or local misconfiguration, just a limit in what the software can do --- and what the consequence(s) is/are. v2 is fast becoming the new normal, and more and more non-experts are going to get this message. It should be clear to the non-expert.
