Workspace comments freeze entire workspace when collapsed in ios 18 Safari

Description

When you click the collapse button on a workspace comment in ios safari, the comment collapses but the workspace is left frozen afterwards. You can't click on other blocks, the comment, or even drag the workspace.

Reproduction steps

1. Open the Blockly Playground on an ios device
2. Long press on the workspace to open the context menu and select "Add comment"
3. Click the collapse chevron in the upper left corner of the comment
4. Everything in the workspace becomes frozen. You are also unable to interact with blocks/open the toolbox/ drag the workspace

I tested this in the iPad simulator on a mac (ios 18.0.0) and on my iphone (ios 18.0.1)

Stack trace

Interestingly this produces no error message or stack trace. I expect it's some state gone wrong in the Gesture but haven't debugged it yet.
