Make directory cleanup functions smarter

Currently we're just removing all the temporary files that are older than the set time (ie. 3 days). We also allow to call cleanup function on demand from CLI.
We should make them smarter and allow them to remove only data for task and subtasks for which we are sure that they are no longer for Golem or Concent.
