Project opens empty sometimes (no open scene and layout is reset)

Issue description

Sometimes when I open project, the project opens with reset layout, i.e. previously opened scenes and scripts are closed and FileSystem is folded etc. Not sure if docks are also reset.

What's strange though is that no scene is open at all when this happens, even not the main scene. So far I only observed it in my test project where I have a bunch of errors at startup, but the issue happens randomly.
