GEY-2490 Missing tooltip next to the icons

Issue

• When a user hovers over the icons it's not clear what those icons are.

Solution

• When we only show the icon, we need a tooltip when a user hovers over the icon to describe what the icon means

GEY-2460 Project objective issue

Issue

• I can click return in the project objective and it shows the "…" ellipses in the preview. But it does not show the return in the actual page. This might be confusing.

Solution

• Can we not allow them to hit return in the editor so that they don't expect there to be a paragraph?
