Change dependency from aws-sdk-go to aws-sdk-go-v2 #1194

aws-sdk-go-v2 is in general availability and is recommend to be used over v1. This would also fix this issue because go-v2 supports the new credentials file format when using sso.

This should have been addressed in https://github.com/getsops/sops/releases/tag/v3.8.0-rc.1. I would like to invite anyone to try this out, potential issues can be discussed in #1270.
