Update Makefile to use PORTER_HOME consistently #141

Our PORTER_HOME in porter is set to bin, so that the CI tests don't execute against the system. However in all the other porter related Makefiles, we set it to the (expected) ~/.porter.

Let's fix that up to be what we expect and then override it for the CI tests to run safely inside bin.
