Always_Hide_Toolbar = True, Interactive but invisible toolbar

When "Always_Hide_Toolbar = True" and a hotkey is pressed the toolbar seems to become interactive even though its invisible. Found by accident when the overflow tray seemed to be unresponsive, then I started drawing and realised I had been clicking on the invisible toolbar.

Tool tips still show, can interact with the toolbar as though it was still there.
