Experiment: try and load AmiGO (and reason) within a single ontology

This is an attempt to simplify the AmiGO load (using a unified ontology) and have more QC done upfront without complications in the canary build go-ontology-dev.

@pgaudet @balhoff I've dropped this into Misc, but this could just as easily be the pipeline QC project, so if it's better covered there we can move it. This was precipitated by the last few weeks of our canary failing for the ontology build and the current complexity of having so many ontologies introduced so late in the build process.

I'd like to start this after the next release is out.

Once geneontology/go-ontology#19120 starts appearing in snapshots (and thus closed), we can put this up on a test server.
