Squants Improvement Process

The Squants Improvement Process is similar to process used by Typesafe for improving Scala.

Instead of SIP's, we have SQUIP's (SQUants Improvement Proposal). SQUIP's are not intended for general improvements to the API. Use GitHub Issues for that. SQUIP's are meant for significant changes to the implementation or changes to the API that would fundamentally change the way developers use Squants - particularly things that would break backward compatibility. That said, backward compatibility can not be guaranteed during the current pre-1.0 development effort.
