Updating tools/ont_fast5_api tool to 4.0.2 4.1.0 4.1.3

Hello! This is an automated update of the following tool: tools/ont_fast5_api. I created this PR because I think the tool's main dependency is out of date, i.e. there is a newer version available through conda.

compress_fast5 now has a --sanitize option to remove optional groups.

• fast5_subset now displays errors (but continues processing) when it encounters input fast5 files it can't read.
  • not sure what to do about this .. should the user see some warning .. or can we ignore it
• Added tools yield_fast5_reads to conversion_tools ..
  • seems absent from the conda env
• Script demux_fast5 for demultiplexing fast5 reads based on column in summary file, e.g. for barcoded experiments
  • feel not competent to add this.

@bgruening do you know anyone who could finish this? I have no background knowledge on these tools. Or should we just merge?
