Currently we cannot have deterministic wasm build resulting in not being able to check the deployed wasm from other person than the proposer.

Taking example on the polkadot-sdk, I made a github workflow using srtool to build wasm. Please check the PR #955 and let me know if it fulfills the requirement expressed in this issue.
