Returned permit applications should not result in issued permits

I discovered another unexpected quirk with the permit fee system. Tussahaw Quarry, AIRS No. 035-00018, had a permit application that was returned to them, so a permit was never issued. In the permit application though it has a Final Action Date, but the Action Type is noted as Returned. However, it appears that this final action date is interpreted as a permit issuance date, so this facility was pulled into the permit fee system even though they never received a permit. I have manually removed this facility from the fee system for 2024 and marked it as NSPS exempt, which will prevent it from being pulled back in, since NSPS is the only fee they would have potentially owed, but would it be possible to prevent this from happening for other facilities by looking at the Action Type or somehow preventing a returned application from appearing as an issued permit?
