讓擬參選人自行編輯個人頁面
預設三個問題給擬參選人，例如為何要參選？預計做什麼？
中選會於選前一至二個月公布候選人名單時須將擬參選人與候選人做連結

建議考慮加入擬參選人到時候沒參選也可以 disable 但是會留下紀錄

選舉黃頁目前是在個別候選人資料加一個狀態欄位，使用三個狀態 "未登記、已登記、已當選"

未登記 的資訊是任何人都可以新增，在登記資料公佈後更新有實際登記參選的資料，最後只有當選的人更新為已當選

然後進一步透過顏色去區別候選人的狀態，不會刪除任何一個人的資料
