Implement better plugin signature warnings

Use Cases

Currently, signature warning messages can be misleading and there is no way to check if the plugin uses official signature except reinstall a plugin.

Proposal

Implement better warning messages for when going from not signed build to signed build and allow a way for users to confirm a signature themselves.
