There must a contributor agrement to transfer copyright information for some legal entity, for example FSF, so the code can be easily relicensed to GPL 3.11, 8.1 Pro, etc.

Thanks for pointing that out.
Perhaps can you point me to a project that does this the right way?

Apache Software foundation, GNU, thousands of them. Lurk for "Contributor
license agreement". The FSF by itself has e-mail for this kind of questions:
assign@gnu.org. And of course I think that FSF is good place to hold
copyright since they have lawyers and whole infrastructure and experience.
