I had to do the following and then it worked:
npm install axios --save
npm install commander --save

Then I could run:
node monitor
or

node peers.js

If you follow the installation instructions https://github.com/francesco-adamo/arweave-tools#installation
2. npm install does all of this for you.
You need to run it from inside the new folder after the git clone command.
