How to use local functions?

Hello, how can I make the lua docstring come up for these local functions
when I open the file? Once I run the makefile from inside neovim with :make
the the docstring comes up.

---@param str "string title"
---@param return str
function M.myfunc(mstr)
  return mstr.."<--string"
end

---Concat a string
---@param str "string title"
---@param return str
local function somefunc(mstr)
  return mstr.."<--string"
