Describe the bug

TIME/UTC header on the FPLN page always shows as "TIME"

Expected behavior

Should be TIME if in preflight phase provided an EET is not entered or in flight if UTC is invalid.
Since the latter two are not currently implemented IIRC, it should show UTC in flight & TIME on the preflight phase.

Steps to reproduce

Open the FPLN page in the air and on the ground and observe the FPLN page header.
