To reduce the amount of work needs to update the fluxcd/pkg packages across all controller repos, we can use the Dependabot grouping feature coupled with k8s.io/* ignore and Flux APIs ignore. The end goal would be to make Dependabot update the GitOps Toolkit common packages without messing with the Kubernetes packages which have their versions set in fluxcd/cli-utils and fluxcd/pkg/runtime.
