I just tested this issue in a new/fresh Pale Moon 27.6 (32bit) profile. (Win 7 x64)
Tested it by changing my github password to a password with the & and also ~!@#$%^&*.
Export: passwords that contain the character & are ignored
Then I used to extension to export to an xml file.
"&" and "%" were saved as "%26" and "%25" respectively to my xml file.
Removed all my passwords, cookies and cache.
Then imported successfully the xml file.
Then signed-in again to github without having to type the password.
Still BEWARE !! - NOT everything is OK - see the issue when one of fields contains characters outside of ANSI table- #45 (comment)
