chore: gateway and cache node bad bits

This is more of an umbrella for how we want to tackle phishing. This is a multiple-pronged approach on multiple fronts.

Gateway providers

• use deny list
• Use subdomain based requests
• look into getting on the https://publicsuffix.org/learn/

DenyList:

• Use deny list maintained by protocol labs. The hashes are double hashed to prevent lookups of original content.
• Another recent emerging contribution is a standard for allow/deny lists that can be followed here github pr.

Eventually, reliance on these centralized groups should fade away, as more work can be delegated to clients through various means.
