1. Initialize new dataconnect app using the Data Connect Vscode extension
2. Attempt to add a web sdk to app using the Data Connect Vscode extension

[REQUIRED] Expected behavior

• Expected a web sdk to be generated.

[REQUIRED] Actual behavior

the sdk isnt generated and i end with this error

Closing this as a duplicate of #7995 - even tho they are happening during different commands, they both have the same root cause (data connect toolkit is failing to start up).
