According to actions/runner-images#4312, the windows-2016 environment will be deprecated on November 15, 2021 and removed on March 15, 2021. Our perspective-python build does not seem to be set up for Visual Studio 2019, as evidenced by build results from the windows-latest branch.

There's some time to go before the image is removed, but it should be fixed before then.
