Good point @kernelogic - it actually won't be run by any Filecoin Foundation Gov Team members.
This allocator will be run by the new Fil+ team that is being nucleated and will include some former members from Protocol labs team. These members will no longer be gov team members as they are today their only responsibility will be as notaries for this specific allocator.
We'll close this application out and have one of the Fil+ team members create a separate one as to not have any confusion moving forward
