lotus-miner sectors remove saves state for non existing sectors

Daemon:  1.9.0+mainnet+git.ada7f97ba+api1.0.1
Local: lotus-miner version 1.9.0+mainnet+git.ada7f97ba

when running lotus-miner sectors remove --really-do-it on sectors that havent been created yet the state is saved and when the sector gets created it fials due to the "removed" status
