Global Tools menu should have keyboard navigation #4283

The spotter is brought up with a keyboard shortcut, and so can the tools menu (Primary + t). Considering the spotter can be navigated with arrows, so should the tools menu. Defeats the purpose of having a keyboard shortcut if you need to get the mouse to complete the action of choosing a tool to spawn.
