in March version, the CLI now fails when a file already exists (Azure/azure-cli#21477)

Fix: we should be able to add the overwrite flag, when desired

@feeloor it should fix a behavioral change of the Azure CLI. I could fixed the action to force overwrite but it would "hide" the natural behavior of the CLI. I prefered to add an explicit parameter to force overwrite

@feeloor don't forget to create the v1.2 because now the doc, is not up to date with the latest official release :)
