Allow filtering release by multiple states

In the webUI frozen releases are showed within the same table as pending releases.
Json output is more pedantic in its output and filtering for ?state=pending doesn't include frozen. I think this is correct, but there might be needs for query results that include both states, so let's modify the state parameter to accept a comma separated list of values, so we can filter by ?state=pending,frozen
