Expected Behavior

Tests should be robust to timezone issues. In particular, tests should be refactored so that it is clear how we are handling timezone logic; right now, there is some logic spread throughout the integration tests, but it's extremely fragile (for example, it was recently broken by a small change which was fixed here).
