Until there's any plan on implementing this, I don't need to see this ticket.

This was part of the "grand plan" for cabal-izing fay. That plan involved: (1) be able to install cabal packages, (2) support CPP so that packages can work with both GHC and Fay, and (3) implement fay-base using CPP in that way. Without CPP, we're stuck without a way to easily build packages that use GHC-specific stuff on the server, and Fay-specific stuff on the client.

As far as implementing it, I would certainly be interested in doing it. The only caveat is that it will require GHC, since presumably we'd use ghc -E to do it. It also makes no sense to do until after the cabal part is there, I think.
