Language options covered by login card

Describe the bug
The language options at the top of the screen are covered by the login card when a large error message appears or the screen is small.

To Reproduce
Steps to reproduce the behavior:

1. Go to '*/wp-login.php' as a logged out user
2. Done if small screen, else
3. Enter incorrect credentials and click 'Log In'
4. Language options are covered by login card

Expected behavior
Language options could be inside the card, moved out of the way, or displayed over the card. Card padding could be reduced.
