react native app not building latest android.index.js and doesnt have a watchman

react native not building the modified js file and watchman is not present on node_modules as other threads suggest to adjust the wait time but watchman is not existing https://github.com/facebook/react-native/blob/master/CONTRIBUTING.md#bugs
