The error says Error: EPERM: operation not permitted, mkdir 'C:\Users\nitish' so almost certainly a permission issue on your end.

Works when npm used ( the other method ) and other npx commands work fine. Problem with this only .

The permission issue is actually a side effect of another issue. Read all the stuff here zkat/npx#100
