Improve resilience to reset connections for low-traffic components

Especially critical for Postgres hosting on Microsoft's cloud, and potentially other cloud platforms that first said that cloud would never matter, then said it would matter but built it on Windows servers because political theater is more important to ineffective, bloated bureaucracies, and then finally conceded to remediating their implementation but were limited by all the amateurish decisions that remain in the foundations of their technology.
