Overview

Expose the nonce parameter to manually set nonce on deployment and transactions.

Use case: Send multiple transactions in the same block with the --blockTime [num] flag for ganache-cli

Specification

Dependencies

Will eventually need --blockTime to be exposed as well (separate issue).
