ESMF ReconcileStress test

The test is designed to run a variety of test cases to stress the ESMF_StateReconcile
algorithm. There is a tar file called Cheyenne-Run001.tgz included with the source
that contains a variety of configurations for different Field and processor counts.
There is also a single configuration file to run the default case on 8 processors
with 10 Fields, this file is named stressP000008.config.

After setting ESMFMKFILE the test can be built with 'make'. The test can be run
in the default case with 'mpirun -n 8 ESMF_ReconcileStress'. 'make clean' should
remove any temporary files created during the builds.
