How can I not allow change name/server?

I would like to use it instead of the IRC client, but I don't want other people to use my webirc to connect to another IRC server...
I just want to provide input username/password/channels... I'm not familiar with node.js

I believe you are looking for either thelounge/thelounge#82 or "private mode", which lets you restrict usage to pre-approved users only. In either case, you will find an actively maintained fork of Shout at The Lounge. Shout itself is a dormant project.
